MOT Failure on headlight alignment

Got a dilemma guys,my ST's failed it's MOT due to the fact the headlamp beam is too high. Now the adjuster in the fairing has been changed to a volt meter by the previous owner,so obviously can't adjust it that way,I've removed the back plastic from under the headlight for the time being to see what happening underneath. Now the cable is still attached there by the looks of lt,but having a quick ‘wriggle' around,nothing is free moving as such to enable to beam to be adjusted down?
Can anybody please help with what and where needs to adjusted to bring the beam down? Hell no what the previous owner did,but the beam is a good 8â€-10†above what it should be?

You may have to pull the headlight assembly out if you can't get to the adjuster at the bottom. If you can reach underneath see if you can feel the cogwheel adjuster there and fiddle with it.
If the PO didn't leave the knob on the end of the adjuster cable, I'd find one on EBay and replace it then tiewrap it underneath the body work.
 
Agree with UP, an adjuster hidden away would be good.
I think you'll probably have to remove the screen, shiny black front cover and lower grey cover to get access. You should be able to leave the top grey cover on but may need to take the four (?) screws out. The shiny black cover has got lugs that lock it in place just wiggle it up or down gently and out it will pop out with fasteners removed. This will give you good access to the rear.
Maybe you would then be able to adjust or replace adjuster. There's loads for sale second hand.

I bit the bullet in the end as bought the complete headlamp and adjuster off of eBay. Even fitted it myself,first time I’ve removed literally the whole fairing,so valuable experience gained there.
