F1 error code... any suggestions?

Why are there 4 vertical adjustments, should I just adjust the bottom screws? Do I need to take the fairings off to get to these screws?
One for each individual lamp so that they can be independently adjusted, one to adjust the assembly (both lamps together), and one mounting bracket point.
 
If it was fully clockwise, this would be enough to throw your headlight beams off that much.
Honda also adjusts on headlight off center enough to not blind on coming vehicles.
So don’t change the angle of that one.
Thanks guys for your support, Bike finally passed the MOT even the guy was complaining, near side was headlight 1mm above his upper limit.
 
I understand your point but if the ECU is at fault sending the correct voltage via some fix may not resolve the issue.

Looks like there is really no option but to button her up, and then book her up for a MOT (Gov test) and hope the F1 code fault does not come on during this test.

Try getting an ECU from a salvage yard, keeping in mind it will also be relatively old. The last year that type of ECU was used was 2007 and my 2007 bike had the same problem as yours. I was fortunate enough to be able to purchase a new ECM but that was a few years ago. ECUs from 2008 and up use different connectors. It may be different in Europe.
