I remember that "Snow in the South" storm, from 15 or so years back I think. IIRC that photo was taken in North Carolina, somewhere in the Raleigh-Durham metro area. The car on fire was caused by an idiot driver who tried to climb the hill by spinning his wheels continuously; he eventually overheated them and produced the result you see.
Those people who had sense enough to not venture out that day had great fun doctoring the photo and reposting it; one of the better ones featured an Imperial Walker (from "Star Wars") coming over the hill and blasting everything in sight.
