Orphan......

On my bike, if you look at the paint just below the fuel tank about 6 inches from where it would meet the front edge of the seat you can tell where the rubber pads were positioned because there's a little difference in the gloss on the paint -- a little imperfection caused by the rubbing of these pads.

Does the bumper on your 07 look like the one on the left?

The one on the right (that I just purchased) is supposed to fit the 03 only (but wouldn't be surprised it would work on post 03s).

20 years without these bumbers on the 03, I'll check if the rubbing marks are still visible.

Looks exactly like the ones on my
2007 model ST1300.

Went to lift the tank to install the missing rubber bumpers on the 03.......and found out the bumpers were in fact still on the tank......just not where they are supposed to be, hanging there, doing nothing (arrow below). Moved them to the spot you pointed out and it is good now. Thanks all.

Just for future reference - there was a change in tank design between 06 and 08 models - particularly around the joining hose between the upper and lower tanks. If I remember correctly (which is a very big assumption these days), the early hose had different diameters at each end and different size tube clamps - the pipe end emerging at the rear underside end if the tank had a smaller diameter than it had in later years. Later models, the joining hose was the same diameter at each end.

So there may be other difference in tanks as well.

For reference, also just enough changes between the 2003 and 2012 tanks for the 2003 Tank Rubber Bumper 17516 KAZ 000 not to be a good fit on the 2012. It can be jammed in and made to work on the 2012, but doesn't look good.17514-MCS-G00 is a much cleaner fit for the 2012.
 
Except they are not installed correctly.
One of the channels slips over the edge/seem of the tank and should be visible.
Also, that long piece of trim should be fitted on the rear of the tank between the seat mount bracket.
